Developing an effective strategy to address opioid misuse begins with understanding the unique needs of a community
Minnesota has the chance to use settlement funds to save lives and mitigate lifelong harms from drug misuse. To do this, settlement funds should be spent on effective interventions that are based on evidence.
Meeker, McLeod and Sibley County (MMS) Public Health Departments are tasked to implement strategies that address:
- Treating opioid use disorder
- Support people in treatment
- Prevent misuse of opioids
- Harm reduction of opioid use

By using local data, community input, and existing resources, MMS Public Health can identify priorities and make informed decisions about where investments will have the greatest impact. Successful strategies focus on evidence-based approaches that prevent overdoses, support recovery, and address the factors contributing to substance use disorders. By aligning initiatives with local needs and building strong partnerships among community organizations, healthcare providers, and public agencies, communities can create meaningful and lasting change. Ongoing evaluation is essential to ensure resources are being used effectively. Tracking outcomes and measuring progress helps communities refine their efforts, maximize the impact of opioid settlement funding, and improve health outcomes for individuals and families.
County Advisory Boards
Sibley County
Sibley County has formed an Opioid Advisory Council to advise the Sibley County board of Commissioners on the disbursement of Opioid Settlement Fund. Members have a shared commitment to prevent misuse, reduce harm, expand treatment and recovery support and strengthen collaboration across our community.
Members will be from all sectors including:
- Sheriff
- City Administrator
- Public Health Director
- Licensed LADC
- Medical or Mental Health Services
- School Superintendent
- Veterans Services
- Community Member at large
Eligibility: Eligible applicants include non-profit and for-profit organizations, government agencies, faith-based organizations, businesses, healthcare providers, neighborhood groups, youth organizations, schools and school programs, as well as other groups serving specific affinity groups, cultural communities, or local/regional areas within Sibley County. Funds must be used for services either delivered in Sibley County or provided to Sibley County residents.
